Most driver’s license suspensions in Wisconsin are debt-based: 2,112,040 over the last ten years or an average over 200,000 debt-based driver’s license suspensions each year in Wisconsin. Failure to pay forfeiture suspensions account for 55% of driver’s license suspensions over the last 10 years —more than all safety related suspensions combined. People of color and people experiencing poverty are significantly more likely to have debt-based driver’s license suspensions. Because driving is a prerequisite for many jobs, poverty is further entrenched by lack of a valid driver’s license and many people feel forced to continue driving.
